PRIMARY PURPOSE

Manages the implementation and provides engineering expert advice to ensure the successful delivery of an assigned portfolio of transit infrastructure and engineering capital projects.

KEY ACCOUNTABILITIES

Participates in the enterprise infrastructure and engineering strategic planning, providing input as a key member of divisional management team.

Manages the delivery and provides engineering expert advice to the assigned portfolio with multiple engineering capital projects through the complete lifecycle, including planning, resourcing, design, budgeting, scheduling, monitoring and execution. Accountable for the effectiveness and efficiency of project delivery according to agreed financial and service targets, and complying with enterprise engineering project management practices and quality expectations. The assigned portfolio may include projects involving asset, infrastructure, or facility maintenance, projects involving new construction and/or enhancements to existing infrastructure or assets, projects with major construction effort or large scale infrastructure implementation.

Manages the capital contracts of significant value and risk, with support from the Project Manager, Legal services, Finance and Procurement department. Resolves significant and complex contractual issues and works with contractors to develop mutually acceptable solutions.

Manages internal relationships within TransLink and the operating companies to facilitate the implementation of capital projects and to facilitate the resolution of broadly impacting and sensitive issues and concerns, such as infrastructure decisions with significant and long term impacts on operational procedures.

Manages relationships and liaises with municipal governments, the province, stakeholders and industry to share information, anticipate needs, manage expectations, resolve controversial issues, proactively address concerns, and minimize risk in the delivery of transit infrastructure capital projects.

Participates in establishing and maintaining the policies, standards, procedures for enterprise engineering project management. Ensures the compliance with legislations and regulations affecting the delivery of engineering projects.

Manages a team of project managers/senior project managers, continuously developing project management capability by training, coaching, adopting best practices. Performs all other people management practices including selection, hiring, performance management, etc. Manages staff and consultant resources for the transit infrastructure capital programs.

EDUCATION AND EXPERIENCE

The competencies for this position would typically be acquired through completion of University degree in Engineering and/or a Professional Engineering designation or eligible to register as a P.Eng and PMP certification also is required. Requires 10 years of project management experience on infrastructure and engineering projects design and delivery.

Advanced verbal and written communication skills.

Solid technical skills in business and project management computer applications and databases.

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

The Systems Engineering department is responsible for delivering projects involving operations technologies for TransLink and its stakeholders, including the British Columbia Rapid Transit Company (BCRTC, or SkyTrain) and Coast Mountain Bus Company (CMBC). The department exists to deliver a structured approach to the identification, design, realisation and cutover of complex system solutions.

Experience with TransLink’s existing operational technologies, particularly ones that are utilized by SkyTrain is highly preferred.

It is preferred that the successful candidate have project management experience with one or more of the following systems:

  • SCADA &Traction power monitoring and control subsystems 
  • Tunnel ventilation systems
  • Closed-circuit television systems
  • Cybersecurity best practices for operations technologies

The ideal candidate would have experience managing brownfield, transit projects that successfully implemented Systems Engineering practices, including, concepts of operations, requirements definition, design, verification and validation, testing and commissioning, operations and maintenance, and decommissioning.

In addition to project management expertise, the candidate must have strong leadership and interpersonal skills, including but not limited to:

• Establishing and mantaining relationships with key stakeholders within TransLink and its operating companies
• Managing conflict and facilitate effective decision-making
• Appreciating the need to balance project delivery with long-term operational and maintenance needs of the asset owner (“owning the whole”)
• Having solid written and oral communications skills
   

The candidate must also be able to develop and execute long-term program planning strategy to support capital program plans and asset renewal to maintain a state of good repair while supporting expansion activities. Where necessary, the candidate must be able to prioritize and sequence capital projects, considering budgetary, resourcing and operational/maintenance constraints. The candidate will be required to provide direction, guidance and leadership to project managers, technical staff and other stakeholders in project delivery. The successful candidate will also be able to manage stakeholder expectations and resolve conflicts (technical or otherwise) to the mutual satisfaction of all parties involved.
 

37.5 hours per week.

This position offers the flexibility of working both on-site and remotely within B.C. 

Salary $143,494 - $184,367 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
